Janice Wauer

Director

As a co-founder of SEM Group in 1976, Janice has played a pivotal role in shaping the company’s growth from a small family business into a respected, multi-disciplinary civil construction organisation. With more than 40 years of industry experience, Janice brings unmatched insight into business operations, governance, and long-term strategic planning. Her leadership continues to underpin the company’s strong reputation.

Mark Wauer

Business Director

Mark joined SEM Group in 1991 and has progressed through a variety of key operational and management roles, including Operations Coordinator, Project Manager, Estimator, and General Manager. With extensive knowledge in project delivery, estimating, resource planning, and contract management, Mark now leads the business with a focus on operational performance, client relationships, and continuous improvement. His proven track record ensures that SEM’s projects are delivered safely, efficiently, and to the highest standards.

Kerrie Stolcman

Business Director

Bringing strong financial, commercial, and governance expertise to the organisation, Kerrie oversees company-wide financial reporting, external accounting relationships, and the preparation of performance and management reports for the Board. With formal qualifications in accounting and a Bachelor of Commerce, Kerrie ensures the business maintains strong financial health, compliance, and long-term stability.

Stephen Fines-Phillips

Group General Manager

An Incorporated Civil Engineer with more than 30 years of experience in both the public and private sectors, Stephen brings deep expertise across consulting, contracting, and client-side delivery. His background includes work as client, consultant, superintendent, and contractor – giving him a unique, well-rounded perspective on project execution. Stephen has held leadership roles on the Boards of IPWEA, FAME, and the Civil Contractors Federation in South Australia. At SEM Group, he leads operational performance, business improvement, and strategic project oversight across all divisions.

Aldo Pasin

Group Construction Manager

Aldo began his career with SEM in 1997 and has become an integral part of the business. As a versatile and highly skilled Construction Manager, he has delivered an extensive range of local government works including road reconstructions, stormwater upgrades, wetlands, creek rehabilitations, and more. Aldo also holds long-standing expertise in SA Water-related works, including sewer and water reticulation, pump station upgrades, and major utility infrastructure. His strategic approach ensures safety, quality, programming, and environmental compliance are consistently achieved.

Brad Stolcman

Framework Delivery Manager

Brad oversees the delivery of SEM’s major utilities and water infrastructure programs, managing all planning, programming, and performance requirements across these frameworks. With more than a decade of experience in utilities project delivery, he brings extensive knowledge of water main renewals, service connections, infrastructure upgrades, and emergency response works. Brad is responsible for coordinating field teams, monitoring project budgets, and ensuring all works are completed safely, efficiently, and in line with industry standards. His strong understanding of complex utility networks, combined with his proactive communication style, ensures seamless collaboration and consistently high-quality outcomes.

Iian Kirk

HSEQ Manager

With more than 20 years of experience in Health, Safety, Environment, and Quality management, Iian has worked across rail, transport, port services, and civil infrastructure. His approach focuses on genuine engagement with employees, contractors, and stakeholders, promoting a culture where everyone contributes to safety outcomes. Iian leads the development and implementation of SEM’s HSEQ systems, modernising processes, driving innovation, and embedding continuous improvement across all projects. His work supports SEM’s strong safety record and commitment to best-practice operations.
